After a quarter-century tenure at BNSF Railway, Matt Garland is transitioning to the helm of Hallcon. The North American mobility and infrastructure provider named Garland its new Chief Executive Officer on June 30, 2026, tasking the veteran rail leader with steering the company’s ongoing expansion and operational strategy.

Garland arrives at the Chicago-based firm following a comprehensive career at BNSF, where he ascended from a management trainee role in 2001 to Executive Vice President of Operations. During his time at the freight giant, he oversaw large-scale operating ecosystems, focusing on technological integration and industrial efficiency. Board Chairman Jeremy Kogler cited this background in logistics as a primary driver for the hire, noting that Garland’s history of safety and operational discipline aligns with the company’s growth trajectory.

For his part, Garland intends to leverage his deep sector experience to refine Hallcon’s service model. The company provides wide-ranging infrastructure solutions—from electric vehicle support to integrated command centers—for clients spanning the healthcare, manufacturing, and public transit sectors. Garland holds both a Bachelor of Business Administration from the University of New Mexico and an MBA from Texas Christian University.
