The agency, known as the CSE, specifically targeted overseas brokers facilitating the sale of chemicals used to manufacture fentanyl. By infiltrating these networks, the agency successfully hampered the group's operational capacity. A separate operation focused on an international extremist organization, where signals intelligence was used to dismantle the group’s digital infrastructure, effectively stalling their efforts to radicalize and recruit members within Canada.

Beyond these targeted strikes, the CSE dismantled a ransomware-as-a-service provider that had been systematically attacking Canadian healthcare, transportation, and business sectors. By neutralizing the group's servers, the agency deleted critical extortion data and rendered their infrastructure inoperable. These efforts were complemented by broader technical disruptions against 10 significant ransomware gangs. While the agency maintained silence regarding the specific locations of these adversaries to protect sensitive methods, the report confirms a hardening stance in Canada’s cybersecurity posture, mirroring the rise in “hunt forward” operations conducted by U.S. Cyber Command.
