Albania Partners with MeetKai to Build Sovereign AI Ecosystem

Albania is moving to secure its digital independence by partnering with Los Angeles-based MeetKai to develop a national sovereign AI ecosystem. The joint venture with the National Agency for Information Society (AKSHI) aims to deploy infrastructure, reasoning models, and public service applications fully controlled by the Albanian state.

The agreement, formalized through a memorandum of understanding, focuses on creating AI systems trained specifically on Albanian-language content and local data. By moving beyond the existing e-Albania digital framework, the government intends to integrate artificial intelligence across ministries to enhance public services, education, and healthcare. Unlike generic global models, these systems will be deployed in-country, ensuring the state retains control over its data and digital infrastructure.

MeetKai will provide the technical foundation, including its SOVIA platform, while AKSHI oversees the implementation across public institutions. The partnership also includes a commitment to local research and talent development, designed to help Albanian agencies manage and expand these AI tools independently over the long term. According to AKSHI General Director Igli Tafa, the initiative seeks to establish a sustainable, trusted framework that aligns with the country’s broader digital governance agenda. MeetKai CEO James Kaplan emphasized that the project aims to ground AI in the local context, making the technology native to Albanian institutions.
