Truecaller Challenges Indian Telecom Regulator Over Anti-Spam Policy

Truecaller CEO Rishit Jhunjhunwala has launched a public critique of India’s telecom regulator, arguing that current mandates restricting the labeling of commercial numbers are fueling fraud. The company contends that blocking apps from identifying spam within specific number series has eroded consumer trust and enabled bad actors to exploit the system.

The conflict centers on a 2024 framework from the Telecom Regulatory Authority of India (TRAI), which assigned dedicated 1400 and 1600 number series for telemarketing and service calls. While authorities intended this to help consumers identify legitimate business communications, Jhunjhunwala claims the policy has backfired. According to internal company data, users are ignoring 81% of calls from the 1400 series and 79% from the 1600 series, while manual blocks on these numbers have surged.

Because regulators have restricted Truecaller from marking these specific numbers as spam, the app has resorted to a 'Frequently Blocked' badge to warn users. The tension escalated following reports that TRAI is seeking legal authority to penalize caller ID apps for labeling these government-designated numbers as spam. With India accounting for 350 million of Truecaller’s 500 million monthly active users, the company is now pushing for a data-driven dialogue with the Ministry of Electronics and Information Technology, urging officials to target the perpetrators of spam rather than the tools used to defend against them.
