Element Consulting Hires Los Alamos Veteran to Lead Federal Strategy

Shipley’s transition follows a 15-year tenure at Los Alamos, where he managed an $85 million production portfolio and served as a key liaison to the National Nuclear Security Administration’s Digital Engineering Transformation Team. His background centers on the implementation of PTC Windchill MPMLink, a critical component for integrating engineering and manufacturing data within highly regulated environments. Before his time at the national laboratory, he spent 15 years in mechanical and thermal engineering leadership at Intel Corporation.

Element Consulting founder Eric Larson noted that Shipley’s value lies in his dual perspective: he understands both the technical demands of PLM software and the mission-critical constraints of national security operations. By bringing in a former government client, the firm aims to bridge the gap between complex software deployment and the organizational adoption required for long-term success. Shipley himself emphasized that his focus will remain on the human and process elements of digital transformation, an area he argues is frequently overlooked in federal contracting.
