The report, "Student Activity Funds: Fraud Risk and Perceptions," surveyed 89 district CFOs, 275 educators, and 418 parents to gauge the effectiveness of current fiscal oversight. Despite the high frequency of incidents, a significant disconnect persists between administrative confidence and reality. While 82% of finance chiefs claim their current protocols adequately protect assets, six in ten still classify their district's financial risk exposure as moderate or higher.
Operational inefficiencies remain a primary driver of this instability. Most districts continue to rely on a fragmented mix of cash, checks, and personal payment apps like Venmo or Zelle. This lack of standardization creates a "blind spot" for administrators, as only 29% of districts maintain real-time visibility into student balances. Furthermore, the perception of transparency is fractured: 94% of district leaders believe they possess a unified view of all payments, a claim supported by only 55% of parents.
