The court found that features like infinite scroll, autoplay, and aggressive push notifications create psychologically addictive feedback loops that interfere with education and expose children to sexual exploitation.
Beyond the financial penalty—$420 million of which is earmarked for youth treatment services—the order mandates structural changes to how Meta operates in the state. Minors will no longer receive overnight push notifications, and "like" counts will be hidden unless parental consent is provided. Judge Biedscheid emphasized that these design elements are not accidental, but rather deliberate choices that prioritize engagement over the well-being of adolescent users.
