Rear Adm. Christopher Hulser has become the first independently elected Board President of Coast Guard Mutual Assistance, a historic shift for the 102-year-old relief organization. The move replaces the traditional ex officio leadership model with a structure designed to ensure long-term oversight and continuity regardless of future military assignments.
The transition marks a departure from the long-standing practice where the presidency was automatically held by a Coast Guard officer in a specific senior management role. Under the new governance framework, board members will elect the president to serve a multiyear term, a change CEO Brooke Millard believes will better position the society to support the workforce amid evolving challenges.
Hulser, who recently took command of the Coast Guard Logistics Command, joins a board that also added four new members, including 10th Master Chief Petty Officer of the Coast Guard Charles "Skip" Bowen, who will serve as vice president. These structural changes arrive as the organization scales its aid efforts; in 2025, the society distributed $12.1 million to over 4,000 members of the Coast Guard community.
Beyond routine financial counseling and interest-free loans, the organization has increasingly acted as a rapid-response safety net. During recent government shutdowns, it delivered $3.6 million to civilian employees facing pay lapses, and it has recently deployed targeted grants to personnel displaced by typhoons in Oceania and unexpected evacuations in the Middle East. By decoupling the presidency from specific service billets, the organization aims to solidify its "Helping Our Own" mission against the volatility of financial crises.
