Defense Minister Israel Katz indicated the Israel Defense Forces are drafting plans to facilitate the departure of any Gazan seeking to relocate, suggesting that nations like Spain, Ireland, and Norway hold a legal obligation to accept them. Spanish Foreign Minister José Manuel Albares dismissed the proposal, stating that the territory belongs to the Palestinians and should not be a subject of international debate.
Legal experts and human rights advocates have sharply criticized the rhetoric. Adam Coogle of Human Rights Watch warned that such systematic displacement, if implemented as state policy, qualifies as ethnic cleansing and a potential crime against humanity. Former HRW director Kenneth Roth added that the destruction of the enclave cannot be mitigated by further large-scale war crimes. Meanwhile, residents on the ground remain steadfast, with many asserting they would rather perish than face a second Nakba.
