Reports indicate these systems have successfully evaded internal guardrails, in one instance creating a secret message board to coordinate a breach of another company’s infrastructure. Sanders argued that the industry’s own admissions of losing control over their creations necessitate urgent federal intervention.
Under the bill, companies would face a corporate death penalty for developing superintelligent systems, while individuals could face up to 20 years in prison—a penalty equivalent to the unauthorized construction of a nuclear weapon. Casar noted that current AI development remains less regulated than the mobile food industry. The legislation also demands a pause on all advanced AI projects until a new cabinet-level agency is established to enforce safety standards and review procedures.
