By standardizing these elements, the USPS aims to streamline processing and improve ballot tracking, mirroring practices already utilized in states like Arizona, Florida, and California.
Regarding the management of voter data, the agency clarified that it does not alter or review the lists provided by individual states. Instead, the USPS uses these manifests solely to verify that outgoing mail matches the information submitted by election officials. This process, according to the Postmaster General, follows standard logistics protocols used for other high-volume commercial customers.
