During their stay, members toured sites recently struck by Russian missiles and met with frontline medics in Kharkiv. The trip was punctuated by the threat of ongoing hostilities; a Russian drone struck a rail line near the Polish border shortly after a train carrying officials from Kyiv passed through the same area.
The delegation is now pushing for the House of Representatives to pass the Lindsey O. Graham Sanctioning Russia and Iran Act. The bill, which cleared the Senate in August with a bipartisan 86-11 vote, faces mounting pressure from proponents who argue that delaying the legislation allows Russia to continue funding its military through oil sales. Beyond sanctions, lawmakers are urging the Department of Defense to expedite the use of $400 million in appropriated funds for European capacity building. These resources are intended to purchase American-made weapons and equipment for Ukrainian forces before the onset of winter.
