The benchmarking process evaluated the company across two primary pillars: business and customer impact. Analysts noted that Chunghwa Telecom’s transition from experimental technology to functional business solutions—specifically through its AI Agent Assistant and DeepVoice tools—has addressed persistent industry hurdles like slow response times and fragmented knowledge management. By supporting Mandarin, English, and Taiwanese code-switching, the firm has effectively tailored its AI stack to the specific linguistic requirements of the local market.

Krishna Baidya, senior director of the ICT practice at Frost & Sullivan, noted that the company’s success stems from combining in-house development with flexible deployment options. Whether operating on-premises or via the cloud, these tools allow organizations to modernize their service architecture without sacrificing regulatory compliance. Pen-Yuang Chang, president of the Enterprise Business Group at Chunghwa Telecom, attributed this progress to a long-term commitment to localized language models, which remain central to the company’s strategy for maintaining a competitive edge in the digital economy.
