Nearly six in 10 Americans report increased financial pressure heading into the holiday season, yet 64% intend to maintain or exceed last year’s spending levels. According to the 2026 PayPal Holiday Shopping Survey, this paradox is driving a shift toward early planning, aggressive bargain-hunting, and an reliance on flexible payment tools.

While inflation and economic concerns weigh on household budgets, consumer commitment to gift-giving remains resilient. To bridge the gap between limited liquidity and holiday expectations, shoppers are increasingly tactical. Data indicates that 36% of consumers are prioritizing strict budgeting, while 32% are focusing on intensive price comparisons. The trend toward early shopping is also pronounced, with 29% of respondents planning to start their purchases earlier than in previous years to mitigate last-minute costs.

Strategic trade-offs have become a standard feature of the retail landscape. Many households are choosing to reduce personal spending—such as dining out or buying gifts for themselves—to preserve their holiday gift budgets. Furthermore, 34% of shoppers plan to reduce the amount spent on individual gifts, while 29% intend to shorten their overall gift lists.

Financial flexibility is playing a central role in these adjustments. Over half of consumers have now utilized or considered Buy Now, Pay Later (BNPL) services, with 75% of those users viewing such tools as essential for managing holiday expenses. Frank Keller, President of Checkout Solutions at PayPal, notes that the shift is not in the desire to spend, but in the intentionality of the approach. As shoppers seek to maximize value, 67% report being more likely to patronize retailers that offer robust rewards or cash-back incentives, turning everyday transactions into opportunities for budget relief.
