Governments and private firms are struggling to manage the convergence of digital and physical infrastructure, as outdated operating models and regulatory friction threaten to derail major projects. According to Deloitte’s 2026 Future of Infrastructure Survey, the transition to interconnected systems has outpaced the ability of organizations to govern them effectively.

The report, which surveyed 985 leaders across 21 countries, highlights a widening gap between ambition and execution. While 69% of respondents anticipate a surge in demand for smart, connected infrastructure, many projects are stalling due to fragmented policies and complex procurement processes, which 29% of leaders identify as a primary hurdle. More than one in ten global megaprojects currently face significant delays or cancellations, signaling that traditional, siloed management is no longer sufficient to navigate modern interdependencies.

Overcoming Institutional and Technical Friction

Financial challenges remain pervasive; 31% of leaders cite budget constraints as a top barrier, complicating the move from simple funding to smarter, risk-sharing capital models. Furthermore, a dangerous disconnect exists regarding climate risk. While 56% of respondents identify extreme weather as the greatest threat to infrastructure, only 33% are prioritizing investments in climate resilience, preferring to focus on cybersecurity. To bridge these gaps, organizations are increasingly turning to AI, with 61% already utilizing it for predictive maintenance. However, the path forward is obstructed by a significant technology talent shortage, forcing leaders to reconsider how they build, secure, and operate the critical systems that underpin the global economy.
