A new analysis from CanQualify argues that safety leaders must shift toward a risk-based approach to ensure oversight delivers measurable value rather than mere bureaucratic compliance.

Many organizations in sectors like oil, gas, and aerospace inadvertently create operational bottlenecks by layering audit programs over established prequalification systems. When companies review the same OSHA injury data, safety metrics, and compliance documentation multiple times, they divert resources away from critical field-level safety engagement. This creates a process-driven environment that prioritizes volume over genuine performance improvements.

Federal regulations, specifically 29 CFR 1910.119(h)(2)(i), mandate that host employers evaluate contractor safety performance during the selection process. However, these rules do not explicitly require recurring third-party audits. By confusing the federal requirement for evaluation with the practice of perpetual auditing, many firms burden their supply chain with unnecessary fees and administrative tasks without gaining a proportional increase in site safety.

Effective oversight requires distinguishing between baseline validation and deep-dive scrutiny. Audits remain vital for high-hazard work scopes or contractors showing declining performance, but they should not be applied universally. CanQualify proposes a risk-based framework called AuditQual to integrate these reviews directly into prequalification systems. This strategy focuses on targeted application, ensuring that intensive oversight occurs only where risk levels justify the investment, thereby maintaining both regulatory compliance and strong contractor relationships.
