Michael Schneider Joins Paslay Group to Lead Transportation Expansion

With four decades of experience in large-scale project delivery, Michael Schneider is partnering with Fort Worth-based Paslay Group to launch a new transportation advisory and program management practice, marking a strategic shift for the firm as it pivots from its aviation roots into broader public infrastructure.

Schneider, who previously co-founded InfraStrategies and held senior leadership roles at HDR and Parsons Brinckerhoff, will focus on guiding public owners through complex capital investments and alternative delivery strategies. A core pillar of his mandate involves creating a national practice to assist local governments in developing and implementing infrastructure ballot initiatives, a move aimed at securing long-term financial sustainability for transit and highway projects.

Clay Paslay, President and CEO of Paslay Group, noted that the firm intends to apply its proprietary Executive Program Management model—honed over two decades in the aviation sector—to the road and public transit industries. The firm’s recent acquisitions of Unison Consulting, Trifiletti Consulting, and Barich Inc. underscore this push into diverse sectors including ports and higher education.

Widely recognized for his work in public-private partnerships, Schneider is a member of the American Public Transportation Association Hall of Fame and a recipient of lifetime achievement awards from ARTBA and P3 Bulletin. He is scheduled to represent the firm at the upcoming APTA TRANSform Conference and EXPO in Chicago, where he will engage with transit agency leaders to establish the new practice’s footprint. Since 2006, Paslay Group has managed assets exceeding $60 billion, a track record the company aims to replicate as it expands its advisory purview.
