The deployment follows Friday's arrests of protesters during ICE raids on retail sites, including the detention of SEIU California president David Huerta. While the White House cited the need to protect government officials and enforce law, legal experts note that the administration utilized Title 10 authority rather than the Insurrection Act. This distinction limits the troops' role to property and personnel protection, yet critics warn it remains a significant breach of local autonomy.

Defense Secretary Pete Hegseth signaled a potential further escalation, threatening to mobilize active-duty Marines if the unrest persists. California Governor Gavin Newsom and Senator Alex Padilla decried the move as an unnecessary abuse of power, asserting that local law enforcement had not requested assistance. As the Guard began arriving in downtown Los Angeles and Paramount, labor unions and civil rights groups, including the ACLU, pledged to challenge the administration's actions in court, citing the militarization of civilian spaces and the suppression of First Amendment rights.
