North Dakota currently hosts 15 operational data centers, but the addition of 17 planned facilities gives the state a development-to-operational ratio of 1.13, comfortably outpacing the national average of 0.89. Developers are prioritizing substation capacity over population density, with key sites in Ellendale, Hankinson, and Jamestown offering over 1,000 MW of offtake capacity each.
Energy costs remain the primary draw. The state’s median locational marginal price sits at roughly $35 per MWh, significantly cheaper than the national median of $49 per MWh. This affordability, paired with over $65 million in sales tax incentives for equipment in 2025 and a climate that slashes cooling overhead, has attracted massive hyperscale projects. Among these are Applied Digital’s 400 MW Polaris Forge 1 in Ellendale and the 455 MW Fighting Pike campus in Williston.
