HRW Report: Trump’s 'Board of Peace' Fails Gaza Amid Escalating Crisis

Six months into the tenure of Donald Trump’s 'Board of Peace,' the initiative has failed to secure the promised stability for Gaza. Instead, residents continue to face systematic deprivation, medical collapse, and ongoing violence, contradicting the board's optimistic progress reports ahead of its upcoming briefing to the United Nations Security Council.

Human Rights Watch (HRW) reports that humanitarian infrastructure remains in critical peril. While the Board of Peace claims a 70% increase in aid distribution since the October 2025 ceasefire, independent data paints a bleaker picture. Supplies have plummeted since early 2026, failing to reach even the minimum thresholds required to prevent famine. Adam Coogle, HRW’s Middle East deputy director, stated that the board’s narrative ignores the reality on the ground: civilians remain hungry, medical care is inaccessible, and violence continues unabated.

The health sector is effectively non-functional. None of Gaza’s 37 hospitals are fully operational, and 19 are only partially active. With over 43,000 people suffering life-altering injuries—a quarter of them children—the lack of rehabilitation facilities and surgical equipment has left thousands without hope. According to the Gaza Health Ministry, more than 1,400 patients have died awaiting medical evacuation since the Rafah crossing was seized in May 2024. Furthermore, aid delivery is stifled by severe shortages of fuel and spare parts, leading to systemic failures in water, sanitation, and electricity.

Financial support has also stalled. Of the $17 billion pledged for reconstruction at the board’s inaugural meeting in February, less than $1 billion has been received as of April. This failure to deliver funds, coupled with ongoing restrictions on humanitarian access, casts doubt on the board's effectiveness. As the UN Human Rights Office continues to warn of potential genocide in Gaza and ethnic cleansing in the West Bank, the gap between the Board of Peace's official rhetoric and the reality for 2.1 million displaced Palestinians remains absolute.
