Euro Tech Holdings Expands Into Norway With CleanPACT Joint Venture

Hong Kong-based Euro Tech Holdings Company Limited has signed a 50/50 joint venture agreement with Norway’s Sea Clean AS, marking its formal entry into the Scandinavian maritime market. The new entity, dubbed CleanPACT, will operate a dedicated customer experience center in Torvastad to address ballast water compliance challenges.

Euro Tech Holdings Expands Into Norway With CleanPACT Joint Venture

CleanPACT centers its operations on the PortoBallast, a mobile hybrid system designed to treat ballast water from UV and electrolysis units that fail to meet current discharge standards. The facility serves as a hub for hands-on demonstrations, technical training, and expert maintenance simulations. By integrating Euro Tech’s proprietary technology with Sea Clean’s established local network, the partnership aims to stabilize regulatory compliance for ship operators across the region.

Sea Clean is currently commissioning the first PortoBallast unit at its port site in Torvastad. Beyond immediate Norwegian operations, the joint venture functions as a strategic gateway for Euro Tech to introduce its next-generation treatment systems to the broader European market. Sea Clean brings significant experience to the collaboration, having previously provided maintenance and compliance services to more than 2,300 vessels worldwide.
