When Jayapal first arrived in Congress in 2017, she found a caucus that lacked the internal coordination necessary to force change. Drawing on her history as an organizer, she implemented term limits, expanded staff, and enforced a strict inside-outside strategy. This approach allowed the caucus to leverage its nearly 100 members as a unified voting bloc, most notably during the high-stakes 2021 negotiations over the Bipartisan Infrastructure Law and the Inflation Reduction Act.
Building a Legislative Counterweight
Beyond legislative maneuvering, Jayapal revamped the CPC Political Action Committee, growing its budget from $300,000 in 2016 to $12 million over the last three cycles. This financial muscle has been used to back insurgent candidates against deep-pocketed opposition. As she transitions to the role of chair emerita, Jayapal remains focused on the party’s future direction. She has recently pushed the Democratic National Committee to abandon reliance on super PACs in favor of a clear, working-class platform that contrasts sharply with the incoming administration.
