The report links this intent to inflammatory rhetoric from high-ranking officials, including former Defense Minister Yoav Gallant’s declaration of a total siege and Prime Minister Benjamin Netanyahu’s invocation of biblical destruction. These findings arrive as the Israel Defense Forces launch a fresh offensive in Gaza City, causing further displacement of a population already suffering from a lack of basic services in designated safe zones.
