Following the effective freeze on Anthropic’s Fable and Mythos, officials are now demanding a customer-by-customer approval process that threatens to stifle the industry's economic momentum.

The shift toward a restrictive review process creates a precarious environment for major labs. While OpenAI CEO Sam Altman reportedly anticipates a limited preview phase of just a few weeks, the case of Anthropic’s Mythos—still stalled after months of scrutiny—suggests a much longer regulatory bottleneck. This oversight carries significant financial weight, as costly systems must prove their worth quickly to justify the massive infrastructure investments currently fueling the data center boom.

Industry observers often frame these hurdles as a zero-sum game, debating whether companies are pursuing regulatory capture or political maneuvering. Yet, the underlying issue remains the absence of a defined, transparent framework. As noted by George Mason University fellow Dean Ball, the government currently lacks the technical capacity and clearly articulated safety criteria required for such testing. Without defined thresholds for what constitutes an acceptable risk, the review process risks becoming a haphazard barrier rather than a safeguard. Addressing these challenges requires the industry to pivot from internal competition to collective advocacy, supporting independent oversight bodies and unified regulatory standards rather than lobbying for tactical advantages.
