With over 25 years of executive experience, Wheeler has built a career focused on supporting state government programs, including a decade and a half spent in leadership roles for public assistance initiatives in Idaho and Alaska. At CSG, she specializes in Organizational Change Management, helping agencies navigate shifts in systems and operational processes. Her approach prioritizes executive sponsorship and stakeholder engagement to ensure that new IT systems are not just implemented, but effectively adopted by state staff.

Her recent portfolio includes overseeing the rollout of child welfare systems in Connecticut and child support systems in Alaska and Nevada. Beyond her project work, Wheeler contributes to the Human Services IT Advisory Group and the National Child Support Engagement Association. Holding a master's degree in public administration, she is also a Prosci-certified Change Management Professional and a PMI-certified Project Management Professional.
