Kyle Wiggins, senior vice president at ICF, emphasized that the goal is to provide the state with greater confidence in its project timelines. He noted that the work is essential for delivering improvements to safety and mobility across California communities. ICF brings five decades of experience in navigating regulatory environments to the partnership, leveraging local teams to ensure that infrastructure investments move from planning to execution with fewer delays.
