National Police Association Backs VICTIM Act to Boost Clearance Rates

With homicide and firearm-related crime clearance rates falling nationwide, the National Police Association is throwing its weight behind the VICTIM Act of 2026. The proposed legislation seeks to reverse a public safety crisis fueled by forensic backlogs and a deepening staffing shortage within law enforcement agencies across the country.

The Violent Incident Clearance and Technological Investigative Methods Act, or S. 4500, would establish a Department of Justice grant program allocating up to $360 million to state, local, and tribal police departments. Introduced by Senator John Kennedy of Louisiana and co-sponsored by Senator Cory Booker of New Jersey, the bill is currently under review by the Senate Judiciary Committee.

Funding from the act is earmarked for upgrading investigative technology, improving victim support services, and addressing the mental health of officers. Perhaps most crucially, the grants provide resources for detective recruitment and retention programs aimed at stabilizing police workforces depleted since 2020. Paula Fitzsimmons, the association's legislative director, emphasized that the bill is essential for ensuring accountability, noting that unsolved violent crimes frequently lead to re-offending and a erosion of public trust in government efficacy.
